07002 numbers: read this before you call back

07002 is not a normal mobile number, despite starting with 07. It is part of the 070 personal numbering range - a forwarding service that is often excluded from inclusive call allowances and is a long-standing favourite of scammers.

The 070 trap

070 numbers are "personal numbering" - a follow-me service that forwards to a number its owner chooses. They were designed for legitimate privacy uses, but they look exactly like mobile numbers, which is why missed-call and call-back scams have always loved them. Ofcom capped 070 call charges in 2019, so the cost trap is smaller than it was - but many tariffs still exclude 070 from inclusive minutes, and the safe habit stands: if you do not know who it is, do not call it back.

Ofcom allocates number ranges to providers in blocks. The 07002 range breaks down like this:
